The two ‘neighbourly’ cities of Warsaw and Kiev are united for WARSAW UNDER CONSTRUCTION 10. Despite their obvious differences, they’re linked by the similar issues they face in dealing with their rich, but problematic legacies of post-war architecture.

The Warsaw-based component of the festival takes place in the former Cepelia pavilion in the city centre. In Kyiv, it encroaches on a part of the city forgotten by the government and appropriated by artists and activities. There, the equivalent of Zygmunt Stępiński’s modernist pavilion is the legendary UFO.

Kyiv in the 1960s saw a flourishing of new architecture built in the modernist style. The approach was an original interpretation of a design movement that captured the spirit of the age – full of hope for the future and confidence in the power of human reason. It also hailed the widespread fascination with the space race between the USSR and the United States during the Cold War. The style’s main themes were drawn from the greatest achievements of Soviet space exploration: the release of Sputnik 1, the world’s first satellite, into space on the 4th of October 1957 and the first full orbit of the Earth completed by Yuri Gagarin on the 12th of April 1961.

The architecture of that period was came up under the idea of ‘Soviet Modernism’ as a spontaneous reaction to the decree issued by Nikita Khrushchev on the 4th of November 1955. It called for a break with the doctrine of monumental proportions and classicism and a fight against ‘constructionist excess’ in favour of functionalism as a general rule for design.

The designer behind UFO, Florian Yuriev was a multifaceted artist (poet, composer and violinist) as well as an architect. He established his own ideas for how to forge a synthesis among the arts. Following an exhibition of his abstract paintings, he went into artistic exile at the start of the 1960s, but he was able to convince the authorities that while his judgement might have been lacking in the realm of painting, he could still operate soundly in the field of architecture. In avoiding total banishment from a creative career, Yuriev manifested his ideas on synthesis through his UFO project.

The futuristic building located just beside the Lybidska metro station today owes its nickname to the odd disc-shaped structure in the middle of it that hovers 10 metres above the ground. It is set upon a horizontal pavilion and adjacent to the skyscraper that completes the complex. It was the first skyscraper with a glass façade in Kyiv, which afforded it comparisons to the UN complex in New York by the likes of Lev Shevchenko. Today those comparisons have waned given the dismal state Kyiv’s UFO has found itself in today. A similar state of affairs, the result of decades of neglect, have also clouded over the former glory of Warsaw’s Cepelia pavilion.

Today, Kyiv’s UFO is the headquarters for the Information Institute, although it was originally designed as a theatre of light and music, in which the orchestra would be able to perform in a hall that was specifically designed to provide excellent acoustics for the sound and an ideal view of light show. When the KGB took over the completion of Yuriev’s project in 1971, the hall was redesignated as a lecture hall and screening room. The site never regained its original, intended function as a performance space for innovative works of art.

In 2017, the building was chosen as the main site of the Kyiv Biennial, organised by the city’s Visual Culture Research Center (VCRC) – the curators who are also behind this year’s WARSAW UNDER CONSTRUCTION festival. Its future is uncertain, particularly with the development of the nearby Ocean Mall shopping centre underway and its goal of ‘imbibing’ its neighbour.

In opposition to the anti-Soviet mood that has grown stronger in Ukraine since 2014 and the ongoing chaos plaguing landmark preservation policies, the local Save Kyiv Modernism movement rose up, led by Oleksiy Bykov. With the aim of protecting the city’s modernist architecture, the group has created a map of 70 modernist buildings that require and deserve the work of conservationists to maintain them. A film documenting the efforts of Yuriev and activists to save the UFO will be screened as part of the Warsaw leg of the festival.

Stępiński’s Cepelia pavilion and Yuriev’s flying saucer are entirely different in their scale and construction, but both iconic designs have met a similar fate. Banished from the urban landscape, they have been relegated to modernist dreams of the past and a relic of their demise.
